Abstract:
In 1975, Romania had closed putting together a comprehensive regulation for the protection of the national cultural heritage. In 2020, after 45 years since the establishment of the system that had officially founded a new profession, trained a generation of conservators and created a framework through the conservation laboratories, we can still find traces of these roots in our field. For generating a national overall image, studying the way the conservation in Sibiu was impacted by the laws issued during 1974-1975 can be both representative and particular in the same time. It is important to consider that caring for cultural properties in Sibiu has become a tradition since the first public museum in South-Eastern Europe was opened here, in 1817. Based on the collections of Baron Samuel von Brukenthal, established already a century before, their model conferred directions for more museums and collections that followed locally and needed preservation. Setting a legislative system for the protection of cultural properties became necessary, until the 70s, as much as an update is needed for the present national heritage code. Even within the official framework introduced along these laws (the Special Centre for Training the Personnel in Culture, the Zonal Laboratories), the professionalism achieved by the first conservators was majorly influenced by personal initiatives and effort input, just as it is happening nowadays. At a time when access to information, opportunities to travel or operational procedures within institutions were under the sign of restrictive political directions, the field literature, the self-taught methods, the study visits abroad and the ethical behaviour, which we had learned about through manuscripts, reports and testimonies of the interviewed have given us a more specific context. Among the articles of the laws issued during 1974-1975, the paper discusses the significance of the County Office for National Cultural Heritage or the Special Centre for Training the Cultural Personnel, which were established for the first time in Romania with certain roles requested by the historic times. However, we believe that their missions, even after the transformations they have undergone
with the change of regime, in 1989, should be reformulated together with other improvements deeply needed today.
