Who are we

The National Institute for Cultural Research and Training (NIRCT), subordinated to the Ministry of Culture, is the only national institute that aims to study, research and provide statistical data in the field of culture as well as training professionals who choose a career in this field.

Our mission is to reach – by means of cultural research and training – all the cultural operators, regardless of their level of subordination or the type of organization, for collecting and offering statistical data in order to sustain their own projects and to support their professional development.

The institute intends to uphold the public authorities’ activity of formulating policies and strategies for the cultural field and coherent system regulations as much as measuring the impact of these actions at a local and national level.

NIRCT has the advantage to have included, in 2013, two institutions recognised on the cultural market: the Centre for Research and Consultancy in the Field of Culture (CRCFC) and the Centre for Professional Training in Culture (CPTC).

The experts of the institute carried out so far 70 studies and researches, participated in 31 national and international conferences, trained over 6000 beneficiaries coming from approximately 700 cultural institutions and evaluated over 4000 candidates within skill-evaluation sessions.

Among the beneficiaries there were: public cultural institutions subordinated to local or central authorities (museums, art galleries, cultural centres, libraries, show and concert organizations, NGO’s), the World Intellectual Property Organization, the European Commission – Education, Audiovisual & Culture Executive Agency, the National Authority for Scientific Research, UNITER, the Committee for the Programme Sibiu European Cultural Capital 2007, ArCuB (the Centre for Cultural Projects of the City of Bucharest).

In 2015 the INCFC has been designated o construct the Culture Satellite Account, a statistical method which seeks to measure the field and its economic impact on a model based on Eurostat level. This important project conducted under the methodological guidance of the National Statistics Institute also aims to collect, analyze and interpret the cultural field.

Since 2016 INCFC became a member of the European network of professionals in cultural management – ENCATC (European Network on Cultural Management and Policy) and an active member of the COMPENDIUM for Cultural Policies and Strategies – European platform for applied research supported by the EC/EricArts.
